This included a rather modest drill hall on 12th Avenue, acquired with private funds in January 1904. In December 1911, Robert Borden convinced Sam Hughes and Frederick Debartzsch Monk (Minister of Public Works) to fund a “Western Armoury.” The estimated cost was $250,000.

The chosen site was Mewata Park, which was initially a federal reserve and later became a park in 1906. By 1913, the land in Mewata Park had been the cause of many conflicts and disagreements. Trade union representatives opposed the idea, but construction nonetheless began on September 24, 1915, and was completed in 1917. This is how Mewata Armory—a reserve force base for the Canadian Armed Forces—came to be in Calgary, with an initial construction cost of $282,051 Canadian dollars.

Mewata Armory was designed by Thomas W. Fuller, the Chief Architect of the Department of Public Works, and the project was overseen by local architect Leo Dowler. The work was executed by A.G.
